Mr Fraser succeeds Warracknabeal district grower Ross Johns in the role.
Speaking at this week's VFF grains group conference in Geelong, Mr Fraser said he hoped to provide strong leadership for the grain production industry.
Along with running a family farm business he also manages seed distribution business Baker Seeds.
Other appointments out of the conference included Mitiamo district farmer Russell Hocking, who will be the delegate on the board for the Bendigo region.
The organisation was pleased with numbers at this year's conference, which included field trips on the Sunday before the conference proper on the Monday.
Major topics for discussion included limiting spray drift, improving supply chain logistics and rural rates.
