'We've spent billions': Federal Government defends disaster payments

The National Recovery and Resilience Agency has moved to clarify comments made by NRRA deputy chief executive Nico Padovan at a recent senate estimates when he revealed that the $4.7b Emergency Response Fund was yet to be used.
